Maybe it's just me, but if I added this "feature" to the Disk Cleanup Tool, I would add a pop-up warning alerting the user to this when the program is launched. Lots of people store important things in the downloads folder, and while that might be questionable, it's bad form to assume that the folder is just downloaded utilities or demos or other easily replaced things.
